I'm born & raised in Belgium. Antwerp will be your best choice. It's a beautiful city (culture wise), but also offers a great nightlife, amazing cuisine and friendly people. The city is pretty small, so it's easy to get around.
Lots of beautiful woman in Antwerp, but make sure to be stylish yourself. Antwerp is one of the new fashion cities in the world, and most people tend to dress likewise. Most of the 8 & 9's will have a bitch-shield & will judge you on your looks & position in life (like in any first world country). A smooth talk will do a lot, as most Belgian man tend to use eye contact rather than a direct approach.
Woman have, generally speaking, still more 'old fashioned principles'; they still believe in long relationships, family,,... think it comes close to the woman in Poland, all be it a little bit more sophisticated (in the negative sense of the word).
Other option is Gent (student city). I personally don't like Leuven so much, as it's full of alternative students & only offers a beer drinking nightlife. Great if you are into that, but not my style.
French classes: easiest way is of course to live in the south part of Belgium, Wallonia, or Brussels. Nightlife is rather dull though, Walloons tend to be more farmer like, more small villages = village lifestyle. In any case, there are lots of French courses to be found everywhere as it's our second language.
Brussels offers a more international vibe. Some nice clubs & parties but you'll have to travel a little bit further to go from a to b.
Large expat community. I've spend some years between them, it great but you'll need to invest some time to get into the groups & closed 'members only' events.
Best time to go to Belgium is May - June & September. Everyone travels during sumer holidays (July - August).
