Of course you also have the choice to mix with the ukrainian proletariat on public beaches, drink Baltika, eat kebabs and chase 5's or 6's moldovian skanks - as usual to each its own, but personally, I'd rather stay home than spend this kind of vacations.
That's just for your afternoon. Same rule (trendy spot vs. cheap spot, or, if you prefer, 8's + vs. 6's) applies for your evening and your night. From there, do the math.
So you're saying you need to buy jugs of sangria in the most expensive place in the city to get access to 8's?
Do you realize how many hot girls are in Odessa? Or how big the city is? Do you think they all hang out in Ibiza?
You're acting as if the only choice is between the super expensive places and drinking Baltica on public beaches, when in fact there are plenty of normal middle class bars/restaurants.
I also thought Odessa was one of the cheapest places I've visited and your prices didn't sound right to me, so I went and checked it.

That doesn't sounds expensive to me, not to mention Itaka and the others are even cheaper.
Just like in all places you visit, if you want to burn money, you can find a way.
You can go to Monaco and "Live on the cheap" and at the same time you can go to Bangladesh and roast money.
That is more or less the same price (probably cheaper) that you will find south Portugal and Spain, with much better talent. Lisbon is cheap, there's no doubt about it, but if it's also possible to spend 150€ a day if I want to. I pay 5€ for a Mojito in Martim Moniz (low tier plaza), and 6€ for a (cheap) Gin and Tonic in Park (high tier bar).
Also 10€ for an umbrella and deckchair is not that expensive, being the same as in a "family-oriented" beach south of Portugal.
As for Tallin, I was there in 2012. Prices were quite similar to Lisbon (cheap by Euro Standards). Quality of Girls, Beer and spirits was far superior.
PS: OP wanted a cheap place to chill, and by all means Odessa is a cheap place and I'm pretty sure you can definitely chill on the cheap. When he feels like not chilling, he can spend whatever money he has left and burn it in the ultra high end places.
