Recently I've been waking up too much due to sounds outside.
Has anyone bought any devices beside ear plugs to sleep better?

A box fan. Turn it to medium, I've always found the white noise it produces helps drown out any other night noises (bugs, creeking house, neighbors

Go into a deeper sleep. I fuk with melatonin now and it gets me into a deep sleep way faster. Another trick could be to use a heavy quilt to block your window if noise is originating mostly from there.

I never use noise-cancelling earphones outside flying (these days they come with all business class seats). While they certainly do wonders they can easily become addictive, which means you've substituted one stimuli for another.
First you have to recognize that noise when trying to sleep is not actually physically keeping you from sleeping, your head is. This is an area where self-hypnosis and hypnosis tapes really excel. I'll recommend you to try something like that out.

The deepest sleep I ever had was after I took an hour long swim in the freezing ocean. Came home, took a shower and passed out hard. Try an ice cold shower before bed. Stay in til you get used to the temperature and it doesn't feel cold anymore.
Other than that melatonin also works well for me. I've tried lots of brands. I like the gel cap kind full of powder. They hit me the hardest. 30 minutes after taking one I'm on my way to la-la-land.
Percocet or Vicaden also puts me in a nice deep mellow sleep. I always save some after dental work and refill the prescription when I can.

Some controlled breathing or yoga / pranayama will help relax you for sleep.

I just started using melatonin three nights ago and I love it. I use Natures Own 3mg tablets. I take 15mgs 30 minuets prior. As soon as 30 minuets hits, I feel a wave of grogginess come over my whole body. I lay down and before I know it I'm waking up to my alarm clock.
