I just saw that video and apart from the message that the creator of video is sending to the viewers i like his animations. If you know anything about animations please help.

Adobe Flash most likely. I got into it way back in the day, I gave up though, its not an easy thing and it takes alot of time to produce very little.

It looks like Flash embedded into something else. The little characters look very much like flash, or some other vector drawing program, but the background does not.

I would say it is flash with after effects. Flash would be for the characters and after effects for the background and camera effects.
