I'm a west coast guy, having lived in California previously. Some of the best times of my life were in LA/LV.
I've also spent a summer on the East Coast...I like NYC, but I'm voting LA based on my personal experience.

Job market out west is not so great. I think CA has the next highest unemployment after Michigan, but that is probably factoring in a lot of low skill immigrants. If you you are high skilled should be no worse than anywhere else.
The factors on your list rank high. Except SF is not good for women. Seattle was unimpressive in that regards too last time I was there and I imagine Portland is the same. LA and SD would be best on the list for that. Further south you go on the West Coast, the better looking the women, generally.

Definitely the West Coast overall, but I think the East Coast is better professionally and more regimented socially (easier to find specific niches/scenes). It's like comparing Rio to Sao Paulo.

Seattle is wack (no offense to anyone who may be from there). I didn't have any expectations to begin with, but I was very happy to move on to Vancouver on that trip. I only spent a couple of nights there, though. Some of the girls I met actually smelled. I can't remember the name of the main spot I went to but there were pool tables, a dance floor and a bar. Very poor talent. I didn't see anything above a 6 in that city.

I feel you, man. I had a summer internship in Philly years ago. I stayed in a frat house on 40th and Baltimore (West Philly) right by UPenn's campus. That city really was terrible. Lots of overweight chicks and many who didn't seem concerned about their appearance. Terrible attitudes. It's just a bad city for dating. It really got a bad hand historically...when DC was made the US capital and NYC was emerged as the trade and business mecca...hasn't recovered since.

Philly isn't big on interracial dating compared to L.A or something. Still in the suburban areas surrounding philly in south eastern PA and south jersey it definitely goes down. Its not uncommon to see brothas with puerto ricans or snow bunnies.

I was born and raised in Oregon. Portland doesn't have much to write home about unless you're into the punk/metal/industrial thing which is REALLY big (awwww younger days). I actually really like Seattle as a city and it's really nice if you like Asians (especially Koreans). For me the problem with women in the NW is the earthy hipster pseudo-intellectual types. I don't mind a girl with a brain but so many of these types tend to be really close minded for people who's big thing is being open minded. It's not entirely their fault however. The NW has a high concentration of uppity feminist types who thought they were bringing some kind of revolution in the bay area during the 60s and 70s. Eventually they all migrated north, found pussified husbands and popped out a few pussified kids.

It's hard for me to describe the West Coast vibe, but unconventional definitely comes to mind. West Coast girls may be bitchy, flaky, entitled. But they're less likely to be tied down to the same hang-ups that plague other girls in other regions of the US like race, religion, social pressure, etc. They're also more fun than a lot of the girls on the East Coast.
I've been to Boston. Without the arrival of fresh young meat that comes for a useless bachelor's degree, that place would be dead. The local talent leaves a lot to be desired.
Seattle/San Francisco/Silicon Valley is pretty much the same place. Tons of smart over-educated women. Ethnic mix. Tons of nerds. Find your niche, and you can kill in all these places.
SoCal - More than anywhere else, I think the women here aspire to be another useless Housewife of Orange County. Throughout SoCal, but especially in LA, odds are very high you'll be gaming Latinas and Asians.
Portland - Probably the whitest major city on the West Coast. Major artsy/hipster scene. Outside of that, it's mostly a working-class place. Talent is pretty decent outside of Portland city itself. Liberals, check. High tech yuppies, check.

Good things about Portland:
- Tons of hidden-gem type girls. Hotties that don't know they're hot.
- Inexpensive
- Strip clubs everywhere. Completely permeates the culture. It's not weird at all to take "normal" girls to them or just pop into one on a night of bar-hopping. Straight girls will even hang out in them.
- Full of beta and omegas. Very little competition outside of a few douchey clubs. I've found a great niche in day game because girls just don't get approached, ever, and they eat it up.
- The food scene here is as good as anywhere, worldwide.

I spent a weekend in Portland once. I noticed an uptick in quality and they actually seemed nice. Seemed promising.
