In terms of cost, English penetration, quality of women for a first time traveler?

Wow, that's a pretty interesting mix! I assume you are a Japanese-Brazilian living in Hawaii, or a Japanese descent of both Brazilian and Hawaiian background?

It really depends on what your preferred type is. If you like the typical Russian/East Slavic look, go to Ukraine. For brunettes go to Romania and Moldova. For blondes, go to Poland. By English language ability, my guess would be:

Romania > Poland > Moldova > Ukraine.

If you have the money and/or time, I recommend you first briefly visit them all then make a decision to pick a place to dive deeper in. If constrained by money or time, then pick based on the looks or English levels.

It is 2019, there's no major city on the European continent that is "easy" anymore. And you simply can't run game in small cities or towns for numerous reasons. Everybody has a smartphone. Even all of the European countries off the beaten path for the tourist hordes are in heavy contact with Western Europe via migrant labor in the lower classes, and education and travel with the middle and upper classes.

Do note that Russian is probably required to game effectively in Ukraine, and probably Moldova too.

I would say Poland or Hungary. Poland is freaking huge and there is so much to see there. English levels are really good there as well.
