I've been to all four cities. Definitely choose Budapest and Prague. The assumption is you are hitting these places for a quick sightseeing holiday, then Budapest and Prague are the best bang for your buck as they are beautiful cities with decent prices.

yeah, I'm taking 8 days of vacation after a business trip in Europe. I'm set right now on just spending the entire time in Budapest.

For gaming, Zagreb might be better since its smaller, more centralized, and less touristic.

I don't recommend Prague. Girls are jaded now from all the foreigners, and nightlife is an absolute sausagefest

The answer to all of these questions: it depends what you want to do.
I've been several times in Budapest and Prague, twice in Vienna and a short weekend in Zagreb.
In terms of architecture all of them are very nice but my favorite is Prague.
The cheapest is Budapest, the most expensive Vienna.
Nightlife in Prague and Budapest has been shit on by hordes of Westerns flying there for bachelor parties so I would actually go to Vienna and Zagreb if you want to avoid thirsty dudes pissing on the streets.
If you want to sight see and maybe check out a museum or two I would choose Prague and Budapest. There's nothing much to do or see in Zagreb. Vienna is pretty but it doesn't have the nice viewpoints you can find in the other two.

I have never set foot in Croatia or Hungary so I cannot comment there.
Vienna during the day is a very touristy city but at night you will find more younger locals prowling out and about.

Having went in the middle of last year Prague is a tourist dominated city both day and night.
I have been to a few bars and clubs in Prague and rest assured you will find at least a significant number of patrons to be Westerners including Australians.
In terms of ratios there will be more guys than girls.
Nonetheless Prague is cheaper than Vienna.
