I think they do the exact opposite, because the social programs involving children were highly ineffective. And the basic assumption of social programs is that they're helpful for children.

I'm shocked that social programs targeting adult drug abusers were so effective. Shocked and happy, actually.

But to read that so many children/juvenile social programs don't work is an opportunity to scrap them.
