The procedure was banned in the 50s but continued til at least the 80s. A neighbouring tribe,the Mobuddu,also did the same but had smaller,less pronounced deformations.
Its actually a Neolithic custom that began in Africa and spread with migrations.

As far as China,such skulls have been found. Apparently the custom still continues on Vanuatu. Can't get pics or sources.
