Virginia had some forced sertilization, but it also had some voluntary. It was something like "we can institutionalize you, or you can get sterilized and we will let you go"

Today, I think we can use softer incentives like you suggest. Chemical birth control makes that possible. I would like to see the idea for incentive payments for women that are on welfare programs to be on birth control until they are off those programs...especially when those programs pay out based on the number of children a woman has.

TJ Sotomayor has lots of videos about this, he explains one reason is, because the family destruction, the hood becomes the family, the streets is their home, because they have such attachment to the hood moving is not something they consider, if you have a good family and things are going wrong you can just move, because your family is going with you, but when the family is a location then it becomes impossible for them to consider moving out.

He also explains this is a cause of lots of incest, because you have guys in the hood impregnating several women at the same time, the kids grew up in the same hood, going to the same schools not knowing it they are close blood related they end up fucking each others, and the circle continue, look how many of these people lives, normally the grandmother, several aunts, dozens of cousin and number of unknown blood related people living all withing 5 blocks.
