The only possible rationale that I can think of is that it is a shoutout to Peace Park in Philly which has a sculpture based on the image:

I'm going to say they didn't give the "LOVE" thing nearly that much thought. Some college intern probably searched "love" in google images, picked the first thing that caught her eye and ran with it.

The design of the poster on the whole is quite amateurish. On second thought, given the way these people work it probably wasn't an intern at all, but some DNC staffer's kid who got paid $250k for it.
