OK, I did a night in Voronezh, and so I'll do a mini-report. I believe there is absolutely nothing in the forum so far on Voronezh, but there is a lot of stuff on other second-tier Russian cities.

Voronezh is a city of about 1 million 500 km south of Moscow. There seems to be little in the way of actual tourist attractions, so the reason to come would be to leverage your foreign status in a city in which there are few foreigners, even relative to Moscow. Despite being close to Moscow, getting there isn't that quick. A flight is probably the best bet. Other option would be an overnight train, which is somehow 10 hours. I tried this on the way there (actually stopping somewhere else), but didn't sleep well on it so would personally avoid in the future, although the train and sleeping compartment itself was nice.
Voronezh was founded by Peter the Great to build ships, as the Voronezh river widens at this point. One of the girls I met said something about "Voronezh has nice beaches..." which might have been worth checking out on a longer stay.
My first view of the talent was exciting -- the girl who checked me in to my hotel was at least a solid 8 if not a 9. Then, on the street, we sniffed out 3 dyvushki even before we could see them, as they had caked on their slut-perfume. One of these girls was also an 8... I subsequently saw three more 8s in the next 5 minutes! The last of these was my very first set of the night (with a Russian wing) in a club, which hooked. However, as the club began to fill out, it became clear that the talent level was not actually so high as it seemed at first, and I didn't see so many clear 8s the rest of the night. Nor was I that impressed that much by the talent I saw walking around today, even in the mall. Voronezh is a provincial city, and people generally do not dress well. It didn't feel like Ukraine, even though its not that far from the border. There also isn't much there on Tinder.
My russian friend was mad at first that I left him with the 6 in this set, although his mood changed after a few rounds of drinks, once his girl started making out with him, he was quite happy. However, there were some warning signs early in the night -- the girls took too many bathroom breaks -- and so we couldn't eventually pull, even though my friend's girl would have been willing to go to our hotel but didn't want to leave her friend, who was down only for making out. The trouble was, when we eventually cut off the girls, it was too late, as the clubs had already started thinning. We bounced (back) to two other clubs, but one (a bar near Aura) was devoid of targets and the other (Angel) doesn't let people in after 4AM.
The two main clubs are Aura and Angel. Both of these were filled with talent. Near Aura there's at least one other smaller bar/club. Aura got busy around 12:15-30 on a Saturday, and then began emptying out around 3:30-4. There's an after party which gets busy after 4 at some sushi restaurant that has a rooftop bar, which is not so far from Aura.
Nearly all of my communication with the locals was done in Russian. The 8 I made out with knew about 4 words of English. I'd have to switch to Russian pretty fast in other sets I opened as well...
Prices seemed cheap. My hotel, which I didn't pay for, was about $40 a night. A taxi from Aura to Angel cost $1.50 (100 rubles). The breakfast buffet at my hotel cost $4 (250 rubles).
Given that the first set hooked, it's hard to generalize how foreigners may be treated in Voronezh. At some point in the night, when our girls were in the bathroom, another set of girls in their late 20s/early 30s heard us speaking English, and offered to buy us drinks. They'd have been a downgrade, and we refused. Later in the night, this same girl chased me, but she had led some Russian guy on who didn't look like someone I wanted to fuck with, so I let him have it. I did open a few more sets later in the night, and pretty much always got a good reception even if it wasn't always a DTF reception. Based on about 5 hours in the club, and a small handful of approaches, I'd say if you find yourself here, you can do some damage. Things would likely be a bit easier for you than in Moscow, although if you spent lots of time here I think you'd be constantly running into the same girls in the same 2-3 clubs. Still, if you're going to stay in Moscow for a long time, I can see wisdom in a weekend trip to Voronezh. I can't compare it with other 2nd-tier Russian cities though, as I haven't been.
