I don't have the same experience as everybody but my take on this:

Romania: Never went
Greece: Lot of people during summer in Greece, in August Italians have their vacation. Maximise your potential by going to islands where specific countries fly to (for example, swedes fly to Rhodos, canadians and aussies to Ios...)
Moldova: Never went
Ukraine: Supposedly Odessa is quite busy during summer...similar to Budva.
Serbia: Belgrade was dead mid-july when I was there..the splavs were empty (weekday). Lot of people party in Budva and Montenegro.
Croatia: Early July was quite busy on the coats, especially in Split. Zagreb was busy too.
Albania: Can't comment.
Hungary: Busy in June, July and August...lot of foreign partiers but also lot of Hungarians...festivals (Sziget Island), Balaton Sound.
Austria: Vienna was more or less busy end of june.
Slovakia: Bratislava was dead early July...pretty boring city...however the few slovaks we met were still at university (their semester was not over) and they were quite eager to meet new people.
Poland: Maybe not so busy howver I had very good experience in Warsaw and Krakow during summer.. need to try the busy months..but not as dead as one would expect.
Russia: Cannot comment
Belarusia: Cannot comment.
Lithuania: Vilnius is almost dead during the week but there is not many tourists and the few Lithuanians that will go out will be friendly and eager to meet foreigners.
Latvia: Very bad, most tourists guys were men...girls go out but are afraid of guys. Busier than Vilnius in summer.
Estonia: Very good during summer in Tallinn, lot of tourists partyers (finnish girls) and easy to meet locals who liked to party with tourists.
Finland: I went in May and it was miserable weather but easy to meet girls on the weekend.
Sweden: Best during summer (early august) early september when university starts its dead during the week and weather is shit.
Norway: Cant comment
Slovenia: Very good country to go early June, Ljubjana was busy and not touristic...university still ongoing.

Paris: Extremely busy, lof of tourists girls, french go in vacation early august usually but are replaed with tourists girls.
Budva: Extremely busy in July and August..probably in June too.. lot of Serbians and Russians go party and to the beach there...however hard place to game.

In July-August anywhere by the coast is your best bet. More specifically, my experience:

Croatia: coast is full of tourists from all over Europe (Germany, Slovenia, Italy, Austria, ..., see here). For nightlife visit Zrce (Pag island) and Hvar.

Greece: islands are full of tourists, most bars and young people I've seen were probably in Ios and Rhodes, but there should be plenty of tourist everywhere. Maybe avoid islands closest to Turkey due to migrant crisis?

Slovenia: Ljubljana will be quiet, better wait for October when students return. If you are there anyway you may visit one of the festivals in Tolmin or Beer and flower instead.

Serbia: in July you have Exit festival.

I think that visiting Eastern Europe is not optimal..as most of young people is abroad, and you will find easier girls while they're in holidays because they won't have their slut factor as high as in their hometown...(Based on my experience the best places to pick up and fuck girls are those where their slut factor is as low as possible)

Mallorca, Ibiza, Greek Islands for Northern/Western European and Croatian coast/islands for Eastern European would be at the top of the list for me. Went to Ultra Europe in Split 2 years ago and the place was packed with a mixture of Northern/Western/Eastern European.

I'm thinking of doing a 1-week trip in June... I'm a bit worried cause it's the exam period so very few students might be out partying...

Would Lisbon be a good idea? Other suggestions?

I would do my research on popular beach destinations. Many can be swarming with families of tourists and not a pleasant experience.
The OP didn't specify what he wants to do though. If you want to visit historic sights then point at a map and choose any European country. All of them have something to show. If you're looking for girls then the only good option is Southern Europe.

I didn't find Budapest so amazing in the summer. I had the feeling that there were more tourists than locals and 10 times as many bachelor parties than in Krakow. Also much more guys than girls. One of the most stupid migratory events takes place in summer. Hordes of horny guys from places like Spain, Italy, France, Portugal etc invading Eastern European cities looking to get laid when in fact the girls they're looking for are on vacation in places like Spain, Italy or France...

By the way guys don't cross Poland off the list so fast, due to the terrorist attacks across europe/Turkey/Tunisia etc. Polish people are becoming more scared to travel abroad so you'll find more people than usual going to the Baltic coast cities in Poland during summertime. Ive had tons of good times during summer in Poland and I assume this trend of staying home for Polish girls may continue.
