If they got rid of the bulky helmets and put on rugby style ones instead, I'm sure the rate of high impact helmet to helmet collisions would decline.

The problem with football is that its protection is designed for high impact, so if you changed the protection to almost no protection like rugby, the style of the game would change, and the "mushy brain" effect would decline.
