Animal cruelty disgusts me, but this is completely ridiculous. This is yet another case of the government shoving its proboscis where it doesn't belong, overreacting to a minor issue. The "sex offender" hysteria is bad enough---we now live in a country where guys who are caught pissing outside are forced to register as sex offenders---but this is taking the insanity to a whole new level.
The system is practically designed for Soviet-style abuse; if your vet doesn't like the fact that you don't get your dog shaved often enough, then BAM! You're fucked for life. And as pathetic as cat ladies are, I don't think they're worthy of being considered felons.
Keep in mind that New York state is failing to perform its basic functions as is. There are whole sections of I-81 and the Thruway just falling apart, with potholes covered up bandaid-style because NYSDOT apparently can't afford to re-pave the entire highway anymore. Where are my tolls going: up the commissioner's nose?
These same idiot politicians pass laws like this, let the roads fall to pieces and the criminals roam free, and they wonder why people are moving out of New York like there's a dysentary outbreak.
(And before anyone gets any ideas, this bill was sponsored by a Republican, passed by the Republican/Coalition controlled Senate, and is being sponsored by a Republican in the Assembly. The disease is bipartisan.)
