I'm planning a month trip at the end of August and would like to spent about 10 days in each of those countries (well some days in Ios and elsewhere in Greece). Is end of August early september a good time to travel there, is there still lot of action?
Budva Ios or Malta for end of august
Malta was cool but pretty small and kind of back-water. It's going to be alot of young'uns and wasted english/irish groups... fun sure, and opportunities to pull, but nothing all that exciting. And the island itself is nothing to write home about. (In contrast to, say, Ibiza, which is a real adventure, if you goto Ibiza Town / the good clubs)
Whats your budget? Malta was really cheap... but if you have some cash to play with I'd say somewhere else in europe. 10 days in a great euro city would be alot of fun. Personally I love Stockholm but YMMV.

I'd opt for Crete. Easy access to Islands like Santorini, Mykonos, and Ios once you've hooked up.
The multiple beach scenes and relative cheapness of Crete makes it an ideal base to launch Island strikes as you choose, when you choose, as long as you choose.

I've got a guy who rents out apartments in Malta, short or long term. I stayed in one of his places in Medellin and it was NICE!
Malta is nice to visit, but the nightlife there is very young (I´m late 20s). I didnt found too many good looking chicks... On the other hand, the place is beautiful and, if you are a diver, theres possibility of diving among WWII wrecks.
Budva is a lot of fun. Language can be a problem, but the place is cheap, wild and there are thousands of hotties.
