There's zero enforcement. You just refuse to pay and probably, but not always, get a negative feedback from the seller for wasting their time. People prank-bid ridiculous stuff all the time. Some guy will list his soul, his popcorn that looks like Elvis, etc. and a few people will bid it up. eBay is funny, though, because sometimes in the exact same circumstances there won't be a single bid.
