1. Secondary university cities (think Krakow, Poznan, Kaunas, Brno, Olomouc, Tartu, etc) attract stunning women in the prime of their youth, with a lot of time on their hands to explore their sexual horizons. After the school year is over, they're out of there. They're also more curious about the foreign, not yet having had Roosh and Greek Kamaki use them as disposable cum receptacles.
2. These same secondary cities have significantly fewer women beyond the age of 22 who are stunning. You'll be lucky if you can get the beautiful, small town girl who has yet to move away. But from what I've seen, the majority of women beyond the age of 22 with a brain and some modicum of ambition are moving away from the secondary cities, to the capital, abroad, as soon as they can. The exception are the ones who get knocked up by the redneck local men who try to plant their flag before she can run away.
3. Capitals attract the best of the best from around the country because they offer jobs. This means the men are wealthier, and offer greater competition for the women, not counting the foreign men who also troll the capitals on a daily basis. Women also make greater effort in the capital to take care of themselves, as they keenly feel both competition from other women as well as the sense that they are the prize being hunted.

The ideal combination is to tap into a secondary city's university girls during the school year through a secondary base; enjoy the perks of the capital by placing your home base there; and reap the rewards in the summer by whisking away your favorites from the secondary city + capital to a stunning summer destination in the South.
Plus, as the university girls move to the capital, you'll have already made intimate contact with them, allowing for an easy transition to FB status in the capital.
In other words, cast the net and do the work in fall, winter, and spring.
