Yep. While Russian engineers are no mugs, many of the contracts are held by foreign companies. Not only that, but foreign experience is highly valued. More experience with modern practice and methods. There are skill shortages all over the world right now and Russia has a problem with skills. Half the engineers there could not even speak functional Russian at times.

Yes you need visas, but your American passport opens far more doors than the average passport. Not to mention that many companies will sponsor you. I mean here is jst one example. This is one company

Jobs all over the world for qualified people. You would make good money by American standards, but that money in those countries would be like earning 4-5 times as much back home.

Hit the web guys. Just because the USA is going through a rough patch does not mean the rest of the world has descended into chaos. Engineers in Aus these days are not pulling anything less than 130k a year. My father contracts out at $110 an hour as a draftsman these days. We sit at parity with the USD.

If you have technical skills in particular, there are a ton of options abroad. Throw into the mix American college degrees and yo are not going to have too many problems. Its not all doom and gloom, and the USA is not the only place your skills are needed.
