Maybe it's different in your city, but in mine, I do go to those cocktail bars (as they often have good jazz bands which is what I"m into) and suit up. However, I'm not into 99.99% women there - they're often wall hitters or even elderly. The few attractive ones there are with their boyfriends or husbands. Young attractive single girls do not have the income nor want to pay to enter those places. I'd bring a girl I'm dating there, but I've never met or picked up any from those classy venues.
There are plenty of live music or dance socials here that have very favourable male to female ratios, that is if you can bang anything female with a pulse. It's the male to attractive young female ratio that's important, and those events (in my city at least) have plenty of women but precious few attractive ones (who often come with a male partner anyway).
