Weather is absolutely related to happiness. I also lived in a country that has very shytty weather and high rate of suicide and depression for it. Where I am now, I am blessed with sun almost every day and it makes my mood much more laissez faire.
Regarding OP's need to move, if you honestly feel like life sucks, make contact with those who live where you want to be and do some research then move. You only live one life and I know some people who never made the move and are old miserable bastards complaining and dumping their negative energy on others due to their own fears to seize the reins while they could have.
I left shytty Toronto and I have never felt better. I have friends from there asking me when I am returning but can not provide a valid reason why I should return.
I am not a very impulsive guy but in my experience, I can feel when a place sucks and when a place rocks.
