"He's not perfect," meaning he probably doesn't culturally mesh with the rest of the roster, most of whom are American born blacks.

Fitting in as a teammate has a lot to do with playing basketball.

That is the only explanation that makes sense. Why else would he specifically mention African? If it was a race thing he'd say black (which again, obviously makes no sense as well given that the rest of the roster is black too).

"He's not perfect, he's got some African in him."

Translation: "He's a great player but we have concerns about his ability to fit in with the rest of our roster due to his cultural background."

I think any other explanation for the statement would be an extreme stretch, especially one that attributes racist motivations. There is simply no other explanation that really makes sense. Even if the GM was secretly the most racist man alive, he wouldn't be stupid enough to let slip anything remotely racist on a live conference call. You can clearly understand the intent behind what he was saying if you take off the racist/victim glasses and just think about it logically. The idea that an NBA GM would express anti-black views as a justification for leaving a player off his roster is the most idiotic thing one can imagine, especially since his roster is already made up almost entirely of blacks. Epic racism fail.
