The young ones have to make a name for themselves in the West first, despite massive money available in those parts. It is some sort of inferiority complex and lack of "prestige" for the wealthy to buy a piece of art that is not fetching top-dollar prices at Sotheby's yet.
Being Jewish just extends your buying appeal to the whole world, since your nationality matters less then.
