Hmm, this is a bit of a tough question. It would depends on a few things for starters, not the least of which is what time of year. You really couldn't pay me to go on a vacation to Beijing while people have their heat turned on for the winter, because the air quality in that city (and many others) is so bad, you won't be able to breathe. Also, its fuck ass cold in the winter in northern china, and I'm also not interested in that, and of course, that would limit the number of people on the street and even , to a degree (though less) the people out and about at nighttime.

Taking that out of the equation, if you go during the next 6-7 months perhaps, then I'd say there are a couple of different philosophies. One would be to go somewhere there is a critical mass of women who can speak English. This would be Beijing, Shanghai, and Shenzhen, near the top of the list, as well as perhaps some second tier cities near Shanghai for the most part. When I say speak english, what I mean is that there are enough that have a basic understanding of english and can write some and text, though again, they may not feel comfortable speaking it.

Another approach could be to go entirely against the grain and use your intense foreignness as an asset. Go somewhere that has remarkably few foreigners and try to be the local celebrity in that area, so that women will put up with your nonconversantness just because hanging with you is such a novelty. I think this approach could be fruitful, but its probably hit or miss. Its also possible to try this approach in one of the cities I mentioned above, simply by moving further away from areas frequented by foreigners and staying amongst mostly Chinese people. I sort of do this on a lesser scale based on where I chose to live in Shenzhen - I don't live among ex-pats. In Beijing, with this approach you wouldn't be looking at hotels on E. 3rd Ring rd or around Sanlitun or Workers Stadium, same reason. Even in Shanghai, which is enormous, you'll find many areas that are basically devoid of foreigners. For other city choices though, and I caution I haven't been to these cities except Qingdao, some choices could be Xi'an (nice fair skinned Shanxxi girls), Chengdu (capital of Sichuan province, busty girls, spicy food, supposedly outgoing population), Qingdao (beach city, hour flight to Beijing), Wuhan (capital of Hubei, which is full of beautiful girls who tend to be crazy) or Kunming (in Yunnan province, ethnically diverse area, known for beautiful jungles rivers and animal life (within a day's trip from Kunming, not in the city). You'd definitely have high novelty value, and all of these are big cities - I'd also suggest setting up near to a university if you're taking this second approach, and using this to provide an alternative base of girls who want to speak english, might be studying it (seems like every young person in China is studying English or wants to). You can turn up at an "English Corner" and they'll be more than happy to have you there to help them practice, and then you can ask girls for their we chat or ask them to show you their cities. I would think you'd get a very positive response.

Strip away judeo-christian ethics ingraining sex is dirty/bad & the idea we're taking advantage of these girls disintegrates. Once you've lost that ethical quandary (which it isn't outside religion) then they've no reason to play the victim, you've no reason to feel the rogue. The interaction is to their benefit.
