Studying abroad: paths and careers

Well in Chile education is insanely expensive, but it is a ridiculous price when you compare it with what you have to pay in the USA.
That is why i thought if im going to study it will be in Brazil or Europe, education is very cheap.
I don't know why, but for example studying in a German, Finish, French university can be arround 300 euros per year, almost free if you care to learn their language. It seems that western european countries (i dont know about Poland or Czech republic, etc) are obsessed to transmit their cultures arround the world, so if you do make them happy, you will have your reward. Also maybe they are trying to get a more qualified inmmigration.

Anyway it is not so easy to learn lenguages, you still have to pay high rent and taxes, you are at least studying 45 hours a week, and you are anchored to that specifical place for some years, time that you can focus in another things, i think that is what i really need to consider.

I know discrimination for jobs is against any non-european, but i don't think that a Canadian will receive the same treatment that latin americans complain they receive in the Madrid airport for example, i also dont think people would be pissed thinking the Canadian is stealing their jobs simply because they think the Canadian have tons of money.

Also i don't think it is exactly two years, do you need two years of residence, the process may take about one year, anyway i still thinking about Barcelona, or maybe in the spanish islands, from what i see every year there is an invasion of party girls, it can be like heaven, but i think anyone would get bored after a while?

Also i have been thinking, there are no borders in European countries right? so i can just rent an apartment in Barcelona/Ibiza/Madrid, spent some time there and if i want, i can travel over all Europe having residence status while i rent my place, receipts still coming to my name, and there is not any record tha i left the country, it would be like living there no?
