I'd have to completely disagree with this. Estonia is literally the only country I've been to where I had several BAD meals, and I am far from a picky eater.
Helsinki has bad food? You ought to eat at Olo Rivintola. It'll set you back a good $150 USD, but that was one of the best meals of my life. That's not the only place in Finland with a Micheline Star rating. Helsinki has incredibly good food, you just have to drop a few bucks.
That being said, Tallinn is awesome. Some seriously good looking box in Estonia.
