I have been exactly where you are time and time again.
This is what I have been trying to say for a long time on here.
Montreal is a somewhat baffling city. It "seems" on paper that it would be easy. The venues are well set up, the last call time is reasonable, there are fly girls in heels and dresses at the right spots, guys are friendly and places are easy to lock down.
However, you roll out there, spit mammoth Game, have The California ID, talk to fly girls, kiss girls, have a great time and then you all of a sudden are walking home solo.
Then you are like "what the f*ck happened? I should be swooping?".
You are doing the right things. And it will happen for you, but it is a drawn out bloody affair.
I have swooped some really fly girls in Montreal, but when I think about it I probably should have swooped three to four times as many girls.
I don't really know what it is. It could be as simple as I am not exactly what girls are looking for in Montreal.
In my experience you need:
1. A Bankroll to sustain a night after night attack.
2. Impeccable venue selection.
3. Dope wardrobe. Custom. Hand-stitched. Not any of that mall crap.
4. Strong stamina for night after night boozing.
5. Numbers Game.
6. French language Game.
7. Strong Reputation and Street Credibility.
8. Ability to Lock Down Venues air-tight.
9. Controlled Mayhem like Ricardo Mayorga VS Vernon Forrest.
10. Ability to Innovate Forward Thinking Fresh Game Moves on the fly.
Essentially, you need to really bring the noize. A lot of people "claim" Montreal is easy, but one will notice whenever I press them for details like where they are going they fold up real quick like a bad hand.
Sure you can get "lucky" there as with anywhere. But are you going to rip down fly girls night after night in Montreal like you can in some American cities? No shot. I would be shocked if someone can do that.
I personally have spit some of the best Game of my life in Montreal and I have a pretty spotty track record in my own personal assessment of myself.
When you do swoop a fly girl there it seems so easy. But you can do the right things night after night and come up empty handed.
All in all, acquisition cost is pretty high in Montreal.
One has to determine if it is worth it to them.
If you want "easy", you are more likely to find that in America.

How are you picking your venues? You seem to have a pretty good grasp of the place for being there only a week. It took me some serious time and money to figure out the dope spots.
How are you meeting so many super young girls? I rarely meet 18 year olds at night. But most of the girls I swoop there are on the younger side of things, more like 23-27.
