I didn't think about it until this thread lol.
One theory (since I've never done it) is: Go the consulate area in Houston, San Felipe Street and 810. Look for a park near there or a restaurant. That's where most people will spend their time when waiting for a visa or some consular stuff, because Houston and urban sprawl limits where you can go and wait. This is considering what most people do in the Mexican Consulate in Dallas, they just go to a restaurant nearby. Say you're getting a visa to visit their country or do business in. It's like gaming abroad but you're in the US. For me, I say I'm there to get a passport to retrace my roots since my parents americanized me. They get all :O that someone is interesting in not bashing their country and get numbers. Some have to go back to work or pick up their kids after school, some are down to meet that same night or fuck the next day.
Just look at where the consulates and starbucks are in the pictures below. Grady Park looks like a good spot too.

Outside: Finland Trade, Israel, Denmark, Swiss Trade Commission,
Nearby: Argentina, Spain, Guatemala, Qatar, Vietnam, Neil Skywalker (Netherlands).
