That 7-1 ratio may come from 20 years ago when the city was overrun with Serb war refugees from Bosnia and Croatia (mostly females), and when any remaining refugee males often had to hide because there was a real risk of the local authorities randomly picking them up on the street and shipping them off back to the war lines to 'man up'.
In addition, Belgrade is magnet to girls because of the opportunities (that's where all the jobs and money and men with $ are in the country).
The ratio may simply be not true, and we have no way of knowing for sure, but there's no denying that the central parts of the city often 'feel' as if they have a lot more women. Simply walking down the streets, city parks, visiting shops, and outdoor cafes will give you this feel.
In any case there are lot of women in Belgrade that need loving, or care, or just some soap opera-like drama. These are not sassy, empowered career gals going their own way. Personal relationships are everything to them.
