The look he described is pretty much the uniform for the preppier/richer frat guys. The Range Rover and BMW crowd. These are the guys that normally have the hottest girls with them and make the better grades in accounting or finance.
The other, rougher around the edges and a little lower income bracket frat guys will sport Wrangler jeans, boots, a button down or Polo shirt, and probably a cap. They're the Ford and Chevy guys and usually drunk. They'll be lucky to graduate with anything higher than a 3.0 and usually end up in marketing, management, or business administration.
Typical game day look for Southern frat guys (notice the baggy clothed, untucked shirt guy is being shunned from the group, they probably regret letting him in the frat):
