Incidentally, why would any man truly need government recognition of his multiple wives anyway? If a Muslim guy wants that (and I think polygamy is merely something Islam allows but that the vast majority of Islamic men do not -- and cannot -- partake in), he can religiously marry multiple women. The government need not be involved.
Even if they don't get legally married to multiple women, they can be charged with bigamy:
