Looking forward to reading about your adventures diving with the whales! That's something I'm definitely interested in doing as well! Thanks for the heads up about the rice fields. I might go to one just for the sake of seeing at least one, but not to both!
Btw, someone mentioned hotel Grand Prix in Cebu. When I was in Cebu, I stayed in a few hotels and this was my favorite. The location was right by Mango, 2 minutes walk and the rooms clean. Right outside Robinson Mall. I heard and read a while ago that Robinson mall was destroyed by a fire and was taken down. Is it still down or has it been built and renovated again? It was a good pick up place, specially the food court. Ah memories of Cebu...yeah while it definitely is a shit hole, what makes up for it is the never ending stream of sweet and sexy girls. Specially once you befriend locals, they will introduce you to non pro ones and you will be literally overwhelmed.
Btw, have you been to Dumaguete? I hear it's poon central there...Also, Surigao has great beaches with good waves if anyone's surfing.
