This is accurate, but as I said about such establishments as Coco Cabana and Galaxy, Carolina's is not for the faint of heart. The lady who owns the place's name is Carolina (huge surprise) and she bought Los Arrieros in Silver Spring from the Colombians and made it a Dominican restaurant/nightclub. Los Arrieros was never extremely popular as a Dominican place and is now owned by Africans and is called Nectar. It's supposedly an African/Caribbean restaurant and nightclub now. I haven't been there since it changed hands, but I would like to hear from someone who has. There was also a Dominican place around Flower Avenue and Piney Branch Road in Takoma Park which wasn't too bad. I'm not sure if it still exists. I've also met Dominicans in Bravo Bravo, although I never spent a lot of time in that place. Other than that, your best bet is to probably try to meet them in and around the Dominican salons which seem to be all over the place nowadays.
