1) He was a local when they were tourists
which means he can pull them into his reality
2) They were young and he was older
which means they were just looking for fun and more likely to say yes
and also means he's more experienced and knows what he wants
3) He already had attraction with the blonde before he approached (VERY important)
which means she would almost certainly agree.
So by inviting them to some other cool Spanish city he was taking them into his reality which is pretty lethal to attract chicks.
From that point on (after approach), he had higher value and can do whatever the fuck he wanted.
In my opinion Javier's situation is the perfect pickup. Too much favorable factors that almost guarantee a success.
Now let's say you're a gringo at a beach in Brazil, and trying to talk to two girls on the beach.
Your strategy would be different as you'd probably would need to be build attraction with them first, etc.
It's a bit hard to take them into your reality when you yourself are a tourist. You'd have to play off the foreigner card (ie, I'm American or I'm Italian) and hope that's favorable and then work from there.
