You should lock them from posting or creating new threads anywhere except the newbie section for the first 1000 posts.
They could lurk in other threads but not post.

No offense but that wouldn't work and I'm not just saying that because I'm new myself.

Most new members either aren't going to want to wait that long (1000+ posts would take someone like myself a year or more) and will leave/never join the forum or they will just spam the shit out of the newbie forum to get their post count up.

It would make it nicer for the experienced members but would greatly discourage the growth of the forum. There are many members here who are still under 1000 posts and have already shared a great deal of valuable information.

The travel section doesn't appear active enough to warrant an offshoot newbie section, in my opinion. I think the best thing would be possibly expanding upon the stickies and directing new members to read them, as has been mentioned. If they still post redundant threads simply remind them of the rules and lock/delete the thread.

1000 is an arbitrary number. It's just a way to filter out the serious new members from the trolls. If a troll gets banned it will discourage him from returning if it takes a few months to gain full member status.

Word. Yeah, 1000 would be way too much but I have seen forums that do something like that. I believe Reddit limits the number of posts you can make when you first create an account.
