Yeah, I think this factor is more important than the money, especially in the Eastern block countries that are part of the EU. GDP per capita in Poland is 3 times higher than Ukraine and I have the impression that Roosh was far more successful with Polish girls. On the other hand, Ukraine would be probably a much better fit for somebody who is willing to drop huge wads of cash to make up for game.
It's simple formula of attractive female population and more traditional culture that keeps the women's attitudes in check. Good example would be Japan - one of the richest and most expensive countries in the world, but still considered a poosy paradise by many. These factors also play into the dating market dynamics where the men simply don't have to try as hard to get their piece.
