I think a FAQ is what is needed most. A FAQ for each forum that covers basic questions/answers/shit not to post/etc. Most active forums I visit in other niches have them. It would cut down on repetitive newbie posts, and also allow for us to just say "Read the FAQ, newbie!" and shame them into doing 5 minutes of research to find their answer.
