I have never been to Kampala, but yes, cold approaching works well across Africa. Some exceptions might exist in parts of North Africa.

Picking up girls in person is a lot more effective than social media. The girls you find on Tinder and such are typically semi-pros at best. (I have looked through Tinder in Kampala once, with the passport feature). They're certainly not "horny girls looking to have fun."
Girl by herself at a club = 99.83476% chance of being a pro. So, pick them up in malls, stores etc.
How many 7s, 8s and 9s are there out in person? On Tinder, I found very few 8+s, even 7+s, but darker black girls with big bones aren't really my thing.
Out where in person? I haven't been to Uganda, so I don't know.
When I looked through their Tinder though, I didn't see a single 6. Just a bunch of 4s, and very few 5s. Uganda isn't exactly the destination, if you're looking for facial beauty and elegance. That's more Ethiopia.
I have met (and banged) many Ugandan girls in my day. They have some of the greatest bodies, and I'm a sucker for a big round bubble. Their faces just leave more to be desired.
