Sadly, OP will probably never see that hotter girl ever again and will have to be contented with using the land whale available to him as a means toward building his experience and confidence with women. The only useful value in discussing it at this point, other than the sheer entertainment value, is to learn from it, and dissect what went wrong and what might have gone well, so that OP and others can do better the next time that precious hottie crosses our path. Along that vein, OP had a chance to interact directly with the hotter girl precisely at the moment when she was standing in front of him. That was his window of opportunity. Since we are trained to assume from the outset that she is going to reject me, and to actively seek to put ourselves in harms way for her to reject us, the best move would have been to try opening with her, even just for the experience. Perhaps the note could even be a way of striking up a conversation with her... maybe something along the lines of "unless that is your phone number, you can just put that right in the trash."
