From what Ive heard from older Indian people, hijras come to family celebrations like weddings, births etc. and pester you into giving them money. A nuisance, yes, but probably their only way of actually earning money.
The person in the video above is probably a hermaphrodite but who knows, since its known that certain groups love to dress boys in dresses ( Afghan bacha bazi).
People often forget Pakistan is an acronym. Pashtun, Afghan, Kashimiri, Indian.
So likely anything that's happening in Afghanistan (huge LGBT / child rape / drug consumption) is likewise happening in Pakistan for sure.
Now whether this is a cultural problem or the fact that most Afghans were bronze age people until Russian and British frontier explorers came around... And of course some back in the early 2000s would joke the Afghans were stone age people (because many were indeed living in caves for protection from air strikes).
