It will not be dead in summer for sure, the city is big enough and draws enough tourists. Navigli is probably the best bet for a more laid back atmosphere (to my knowledge most students go out in this area). There are plenty of bars spread out in the city, if you want to find tourists you can try the Duomo area. Also there is a cluster of bars (mix of more upscale and casual, large outdoor patios) near Arco Della Pace. For somewhat more upscale barhopping you can start from Moscova Metro Station and walk towards Corso Como (Garibaldi Train Station). Some of the places along this street will be really touristy though, so often the food will be mediocre along the main strip.
There is also a club called Old Fashion which is next to Just Cavalli, in the warm season this place along with Cavalli will have a large number of people just hanging around, being drunk, queuing up trying to get inside etc.
