It sounds like you're pretty set on Miami. IMHO you won't be happy going there for the reasons you've said you are coming to the US.

Everyone in that age group I know from Miami say that the culture there is really terrible - like, women on South Beach only want you if you're driving a Ferrari and playing sponsorship game.
I'll also repeat -- Miami has the most expensive medical care in the US, and it isn't even the best quality you can find. Tech world is also better in a city like New York, where you'll find more clients and be able to travel to Boston, Washington D.C., and Philly easily for work.

If you are looking for 18-25 y/o women + excellent healthcare, you might want to check out Boston.
