I was on vacation in Oahu once and was up by Laie at Malaekahana State Beach to wade out to Goat Island with my kids. I could see a small group of maybe three surfers a few hundred yards out in the ocean. The break, at least that day, was so far out they I could barely see them. They all appeared to know what they were doing.
When I got back to the beach one of them paddled in. She looked Japanese and her skin was so tanned it looked like leather. But, she didn't have any tattoos so I'm not sure if she was a local or a Japanese ex-pat. Would you say that even the Japanese hard core surfer women just do it to fuck surfer dudes? In my experience, the Japanese, including the women, are so obsessive about their hobbies that there is less likely to be an ulterior motive or agenda to why they do it.
