He shot from the rooftop of the Mandalay which as I understand it was not inside the venue at all, so no access control was even considered. You can be sure they'll be checking security and observing rooftops all over the place in future situations.
The fact that they've mentioned he was "known to police" and that he had a (unspecified) criminal past suggests he may have a felony conviction and therefore would be in possession of the weapons illegally. From what I heard, that was a full auto weapon - unless he was using some kind of a bump-firing trick. Full auto weapons are a no-go for anyone with a record and all of the legal ones are federally registered with the ATF, so that's an even bigger question. Converting a regular semi-auto to full auto isn't as simple as the press likes to make it sound.
What's most disturbing is what his wife/companion of his did - telling everyone they're going to die before being kicked out of the arena. If she had any idea he was going to do this and didn't notify cops she ought to get slammed.
They aren't calling this terrorism yet because there's no evidence of a motive.
