Is it a legit excuse for a guy to blame his environment for his lack of success?

Think about what most of the USA is like: a bunch of suburban homes where the only places to go outside of your job or school are strip malls, McDonald's, Wal-Mart, etc. The only "night life" in a lot of these places is driving 10 or 15 miles to the one or two bars nearby, which becomes a huge liability for getting a DUI. It's literally a matter of going to work or school, then crashing in front of the TV for most Americans.
Pretty much all of the attractive females who haven't become single mothers are going to go off to college somewhere else or move to a bigger city. I remember in the area I grew up, if you saw an attractive female in a night venue, she was literally surrounded by like 3 or 4 dudes because it was so rare. No amount of game is going to overcome that logistical battle.
The bottom line is that if you live in bumfuck USA and aren't looking to settle down with a single mother and raise some other dude's kid (or at best get married to an average Americunt who will divorce you in a few years) you need to leave. There really isn't any other long term solution for a guy who wants to consistently pull high quality ass. Most of the USA simply does not offer the opportunities.

You definitely have some environmental bias there. Trust me when I say that if you had been raised outside of one of the better metro areas in the country you would have little motivation to do much except move out. Why do you think so many of the guys who come on this forum from D.C. are trying to move or spend lots of time abroad? You can be rich with a ripped physique, but if the women around you suck and you have absolutely no motivation to game them or improve yourself because they're unattractive and have terrible personalities, then none of that matters in terms of pulling women. Make no mistake - your environment has a huge influence on every facet of your life.
