Because WW3 can't get started if people nip it in the butt prematurely. Just like WW2 wouldn't have been possible without the treacherous WWI reparations, elite financing & support of the Nazi party, destructive German financial & economic politics and massive buildup of the Soviet war machinery (by the West and not the ridiculous backwards communist state). It started decades before the actual conflict.
