Becton-Dickinson introduced the single use syringe for diabetes treatment in 1961, increasing the lifespan of diabetics. As the population of diabetics with single use syringes at home increased, so did the waste stream of their used single use syringes, which were invariably poorly (and insecurely) disposed of. Drug users discovered used single use syringes were free and readily available if you knew a diabetic, were still sharp and capable of reuse, and were ideal for intravenous drug use. No more trying to steal a syringe from a hospital. Single use syringe sales surged, and a whole drug culture of sharing blood while injecting drugs with used syringes evolved and greatly expanded in the late 1960s into the 1970s, and with it, an increase in transmission rates for all blood borne diseases. It wasn't until the 1990s that needle exchange programs were created to try to lesson the level of cross infection among intravenous drug users.

Two things that would be interesting to research:

How many diabetic Peace Corps Volunteers/missionaries traveled between the US and Cameroon, Equatorial Guinea, Gabon, Republic of Congo (or Congo-Brazzaville), or Central African Republic in the 1960s? That could be your population zero.

How many Doctors without Borders (or similar medical missionary work) went to Cameroon, Equatorial Guinea, Gabon, Republic of Congo (or Congo-Brazzaville), or the Central African Republic to offer free a medical services camp, and then returned to the US to do similar free health care work with urban indigents and the homeless (which includes part of the intravenous drug user community)? Given the lack of knowledge in the 1960s-1970s, it would be pretty plausible that infected (or just poorly sanitized) syringes were reused after such a trip to save costs when offering free medical care.

"Alpha children wear grey. They work much harder than we do, because they're so frightfully clever. I'm awfully glad I'm a Beta, because I don't work so hard. And then we are much better than the Gammas and Deltas. Gammas are stupid. They all wear green, and Delta children wear khaki. Oh no, I don't want to play with Delta children. And Epsilons are still worse. They're too stupid to be able to read or write. Besides they wear black, which is such a beastly color. I'm so glad I'm a Beta."

Random mutation related to monkeys.

You have to admit that, if it is a method of population control, it's been failing terribly.
