Law is often a matter of interpretation. Only simple cases (the speed limit was 50mph, yours was 70mph) ca be adjudicated without more than an eye blink. Not to mention that jurisprudence, on which the variety of public laws are based, is an epistemic endeavour prone to countless changes back and forth.
Imagine a 15 years old Polish boy (legal age of consent in Poland) having sex with 16 years old girl from Minnesota (legal age of consent in her state) in Cyprus (where legal age of consent is 17). Things get tricky...
