I thought about what makes nightlife in Lima so great (in my opinion). It's not that girls are particular easy, but that they help you not to fuck up. Usually you start with some dancing and when you go for this kiss there are 3 outcomes:
1. Heavy make-out. If the girl is ready for a ONS she will be allow the heavy make-out. I've got 2 make-outs during nightlife and 2 ONS. There is some correlation.
2. She will not allow you to kiss as she can't / doesn't want a ONS because of a multitude of reasons (logistics, friends, not a ONS girl). However, she is interested in you, that's why you two go dance the night away. You exchange numbers and schedule a 2nd date. Every single girl I met showed up. 0 flakes.
3. After the initial dance she doesn't allow you to kiss her. She already is in a relationship and will say something like "it's my friend's birthday and I'm just here with her". Great, so you don't waste any more time.
So my recommendation: Go for the early kiss. The girl will help you to steer things in the right direction.
