A Chinese woman whom I lived with concurs with this. Officials are bribed, family contacts made, girls are hidden or sent away so the number of girls in China is higher than official figures suggest.
China's official fertility rate is around that of feminist Canada's and higher than that of the EU (1.6 children per woman). Financial-democracy which spawns feminism appears to be worse for families than Maoism which is sobering to say the least. The EU has nearly achieved by financial and social stealth what Red China tried to achieve with state force.
China has a long way to go before it reaches the depths of Toronto or an English town.
